An additional two individuals are now in custody in connection with a robbery at London's Heathrow Airport in which 21 people were injured by what is thought to be pepper spray, as stated by law enforcement.

A 24-year-old man, was arrested in Lambeth for suspected theft and assault and a woman, 23 was detained for suspected conspiring to commit a robbery. Both individuals are still being held, the force said.

The arrests follow a probe into an attack at the multi-level parking garage at Terminal 3 on Sunday. Before the incident, a pair of female travelers had stolen from them their luggage upon exiting a parking garage elevator.

A toddler aged three was among the injured during the incident. A total of five individuals went to hospital for medical care and were later released.

Police arrested a man in his thirties for suspected robbery and assault near the scene. He has since been released pending further inquiries while inquiries continue.

Police were alerted at about 8:10 in the morning GMT following reports of several people hurt by an irritating chemical thought to be pepper spray.

The assault - an event that authorities stated was isolated and not being treated as terrorism - resulted in train delays and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park briefly.
